For years, Congolese politician Martin Fayulu has cast himself as the “heroic opposition victim”, supposedly robbed of his rightful 2018 presidential victory.
But peel back the layers of his bombastic slogan, and what emerges is a man no different from the incumbent he accuses of theft, Tshisekedi. Both are tribalists obsessed with an outdated, poisonous myth: the so-called “Balkanisation” of the DRC.
This fear of “balkanization” isn’t new. It predates the Rwandan Patriotic Front, predates our president, and even predates the 1994 genocide against the Tutsi. It traces back to Mobutu’s Zaire in the 1980s, when Congolese Tutsi—Banyejomba, Bagogwe, and Banyamulenge were already being labelled “foreigners” on their ancestral land.
The theory of “balkanization” was primarily spread through the so-called “Tutsi Colonisation Plan in Kivu and the Central Region of Africa.” Claimed to be a secret Tutsi document, this forgery was created by Hutu extremist groups in North Kivu (Masisi and Rutshuru), orchestrated by the Rwandan secret services under Habyarimana’s Hutu Power regime, using a front organisation called MAGRIVI.
French historian Jean-Pierre Chrétien nailed it when he called that fake document no better than the “Protocols of the Elders of Zion,” that classic Tsarist Russian forgery used to whip up anti-Jewish pogroms worldwide.
That same genocidal playbook is now recycled by men like Fayulu and Tshisekedi. Cloaked in nationalist rhetoric, they claim Rwanda is “balkanising” the DRC, when in truth, they are simply resurrecting old colonial lies to marginalise, persecute, and ultimately expel Congolese Tutsi from their ancestral lands because they label them as “Rwandans” “invaders” and “enemy within”.
In a nutshell; If the world keeps swallowing this genocidal fantasy of “balkanization,” the Congolese political-military movement M23, which has long stood against this hateful anti-Tutsi ideology, will have no choice but to impose federalism on the Kivu provinces—by force if necessary—to defend their communities from the tribalist buffoons like Fayulu and Tshisekedi.
