At the Twelfth High-Level Meeting of the Regional Oversight Mechanism of the Peace, Security, and Cooperation Framework for the DRC and the Region, Ugandan President Yoweri Museveni addressed the deep-rooted instability in the Democratic Republic of Congo. He did so, moreover, with refreshing honesty.
Museveni stated plainly that the crisis in the DRC is not beyond resolution. But for meaningful progress to occur, the Tshisekedi regime must confront two core failures: a chronic detachment from the people of eastern DRC, and a reckless over-reliance on foreign troops, mercenaries, and outside forces.
Tshisekedi, on the very rare occasion he’s been to eastern DRC, it was because of election campaigns. The rest of the time, his regime, heavily dominated by members of his own Luba ethnic group, has remained disconnected from the region’s suffering.
In short, the man and his regime are foreigners to eastern DR Congo.
In Kinshasa, Tshilombo’s henchmen have regularly uttered deranged hate speech against the country’s Tutsi ethnic communities.
The regime’s refusal to engage in direct negotiations with the M23 rebels, whom he calls “terrorists” though they are a liberation force defending their communities against Tshisekedi’s terrorism and other myriad injustices.
What Museveni was getting at was that, rather than seek peace, Tshisekedi has exploited the conflict to entrench his power.
This is characterized by acts like when Tshilombo integrated FDLR genocidaires into his military (in pursuit of his genocidal agenda against Congolese Tutsis). Furthermore the Congolese ruler brought in Burundian troops, hundreds of European mercenaries, and SADC bloc troops – all to pursue his evil agenda of ethnic cleansing, after which they would attack Rwanda militarily.
This fellow up to now (despite a heavy defeat at the hands of M23) is still stuck in his warmongering mindset.
And so, Museveni’s words have cut through the noise and exposed this hard truth.
Let the world see the warmonger for what he truly is.
