Recently, a US brokered peace deal was signed between Rwanda and the Democratic Republic of Congo. In a haist to broker the deal, the facilitators might have missed two important points. Tshisekedi has never kept a promise and Ndayishimiye, his ally in Burundi, too has mastered in deception and the art of making false promises.
Essentially, Tshisekedi agreed to dismantle the evil web of FDLR genocidaires and negatives forces that threaten Rwanda’s national security. In exchange, Rwanda will lift its defensive posture adopted as a result of Tshisekedi’s clear intention to attack Rwanda. In his half-baked plan, Tshisekedi forged a military alliance with Burundi which deployed close to 15,000 troops for their shared cause: regime change in Rwanda. Together with the Burundian dictator Evariste Ndayishimiye, they hatched a plan to integrate FDLR into their respective armies in order to mask the genocidal intent of their plans. In the US, Tshisekedi agreed to dismantle the network but he has made that promise before!
When the crisis in eastern provinces of DR Congo began, African countries in various blocks scrambled to prevent a full blown war. They all recommended de-escalation and warned Tshisekedi about supporting the FDLR genocidaires. His reaction was to agree to dismantle the FLDR (whether in EAC, ICGLR, SADC, AU, etc…) while secretly integrating the genocidaires in his army. Conspicuously, Burundi appointed in 2022 as its ambassador to Kinshasa a known FDLR member, Brig-General. Ntirampeba Mwamba Agricola (and promoted him to Maj-General on the 1st of July 2025), in yet another step towards formalising and organising the anti-Rwanda alliance. Over the years, Kinshasa, at Tshisekedi’s direction, became the defacto FDLR command centre. FDLR genocidaires are everywhere in Kinshasa and they have amassed wealth and power.
Predictably, Tshisekedi and his FDLR allies are already trying to wiggle themselves out of the US deal. As always, they will combine denial with provocation to avoid peace and stability in DR Congo. Fact is, the deliberate chaos and destruction they cause in Congo serves them as covert to loot minerals and enrich themselves. Peace and stability (US led and other treaties) is therefore a threat to Tshisekedi’s self enrichment agenda. Unfortunately, his track record is clear with regards to deals and treaties; he stalls, he then acts to sabotage and then withdraws.
The UN, the AU, EAC, SADC, and ICGLR can all attest to his track record of backing out of peace initiatives. His fellow Congolese countrymen (Kabila, Katumbi, Mutumba, Kamerhe, etc…) would also confirm that Tshisekedi has never kept a promise! With Ndayishimiye’s support, they are plotting military operations to derail all conflict resolution initiatives. In South Kivu, they are already striking innocent Banyamulege villages with drones!
In reality, asking Tshisekedi to dismantle the FDLR and the genocidaires network in Congo is asking too much. With Ndayishimiye and Tshisekedi turned Kinshasa into FDLR’s stronghold because they need war to loot.
