Evariste Ndayishimiye, aka “Gen. Neva”, currently the Burundian regime head under the CNDD-FDD – a military-political party that initiated a campaign of ethnic-based massacres in 1993-2003 – is together with Congo ruler Tshisekedi, head of an illegitimate kakistocracy causing more insecurity in the GLR. They stand as the two rulers in the East African community that provide support to violent, terrorist non-state armed actors, with one intention: to destabilize neighboring countries.
Notably, the former FDD warlord, Evariste Ndayishimiye has housed three terrorist organizations, including Rusesabagina’s FLN, the Rwanda National Congress (RNC) led by the South Africa-based fugitive Kayumba Nyamwasa, and the tropical Nazis from FDLR. Their shared objective is to invade Rwanda, reignite the genocide against the Tutsi, and subsequently seize power, to reinstate the Hutu Power Tropical Nazis Regime that was defeated by the Rwandan Patriotic Front in July of 1994.
Furthermore, Burundi and the DRC stand out in supporting violent armed groups in the region. In the case of Burundi’s military junta in Gitega, they not only provided arms but also allowed groups like Rusesabagina’s FNL and the FDLR to operate freely from the Kibira Forest, launching relentless attacks on Rwanda. On the other hand, Tshisekedi took the step of arming and integrating genocidal elements from the FDLR into the regular Congolese army and the Republican Guards, thereby equipping them to target Rwanda. Even more recently, the revelation of a coalition of FNDB, FARDC, FDLR, and extremist Mai Mai militias to confront the M23 Congolese mutineers has exposed how General Neva and Tshisekedi are regional destabilizers of the highest order.
Additionally, Burundi and the DRC are the only nations openly expressing their desire to wage war against EAC member states. General Neva has echoed Tshisekedi’s sentiments from his presidential campaign, indicating their intentions not only to destabilize Rwanda but the entire region. Ironically, while both Tshisekedi and General Neva entertain thoughts of war against Rwanda, their regular armies are known for their military incompetence, widespread corruption among their Generals, a focus on looting their populations, and a tendency to flee and abandon weapons and ammunition at the first sign of a serious military confrontation with their adversaries.
In a nutshell, General Neva and Tshisekedi are playing with fire as they throw their support behind non-state actors hell-bent on wreaking havoc in the region. What’s even more alarming is their move to arm the Interahamwe in the FDLR. These Interahamwe have become a significant military force in Burundi and the DRC, capable of influencing the decisions of the military junta in Gitega and the kakistocracy regime in Kinshasa. Both these regimes and the Interahamwe are united by a genocidal ideology targeting those deemed “Tutsis” by these extremists in the Great Lakes region, whether they reside in Rwanda, the DRC, or Burundi.
