Tshisekedi finally bows to pressure: DRC Initials Regional Economic Integration Framework

After months of refusal, the DRC has finally agreed to initial the full text of the Regional Economic Integration Framework (REIF), a crucial component of the July 27th peace deal between DRC and Rwanda, brokered by Washington.

The decision came on November 7th. The REIF outlines key areas of economic cooperation aimed at transforming long-standing political tension into shared development opportunities. The framework seeks to promote investment, cross-border trade, and growth, directly benefiting the citizens of both nations and setting a foundation for sustainable peace.

However, the implementation of REIF is conditional. It hinges on the successful execution of CONOPS  a plan that includes the neutralization of the FDLR. Only after satisfactory progress on this front will the lifting of defensive measures be followed, allowing full economic collaboration to proceed.

The real question, however, remains: Will Tshisekedi fully commit to neutralizing the FDLR?

This is not the first time the DRC has shown reluctance. Back in October, the Congolese delegation abruptly withdrew from signing the REIF after warmonger Tshisekedi ordered them to hold off. Now, under mounting international pressure, Kinshasa has agreed to initial the text  but skepticism abounds.

As many observers point out, signing papers has never been DRC’s problem  implementation has. The Tshisekedi regime has often dragged its feet when it comes to putting regional commitments into action.

Under Washington’s mediation, both the DRC and Rwanda have once again reaffirmed their commitment to refrain from hostile actions or rhetoric  particularly inflammatory political statements that could derail the peace process.

However the Tshisekedi regime continues to use Rwanda as a scapegoat, to deflect from its many internal governance failures. This persistent narrative risks undermining the fragile progress made toward peace and cooperation.

The coming weeks could prove decisive. The leaders of DRC and Rwanda are expected to sign the final Peace Agreement in Washington, in the presence of President Donald Trump, early this month.

However the behavior of the Tshisekedi regime will be the ultimate determinant of whether this historic event becomes a true milestone for the greatlakes region  or just another unfulfilled promise.

For now, the DRC’s decision to initial the REIF is a symbolic step forward. Whether it leads to genuine regional transformation or fades into another unimplemented accord remains to be seen.
